The second week of October brought a clear signal from the completed-homes market. Dubai Land Department (DLD) data published at the start of the month show ready apartment sales rising for a second quarter running, and Jumeirah Village Circle (JVC) leading the city by number of transactions so far this year.

Alongside the data, the week brought a beach upgrade for Dubai Islands, new detail on Dubai's shared housing law and steady interest rates. Here is what moved in the week to 11 October, and what it means for buyers.

JVC, January–September 2026: 3,062 ready apartment sales, the most of any Dubai area.
Ready apartments, Q3 2026: about AED 12.8bn of sales, up 16.4% on Q2.
Week of 28 September–2 October: AED 7.58bn of sales across 2,871 deals.

Ready homes gather pace, and JVC leads

Ready residential apartment sales reached approximately AED 12.8 billion in the third quarter of 2026, according to an analysis of DLD data reported by Arabian Business. That is 16.4% more than the AED 11 billion recorded in the second quarter, while the number of transactions rose 21.9%, from 6,420 to 7,825.

Over the first nine months of the year, Dubai recorded 23,985 ready apartment sales worth a combined AED 40.6 billion. JVC accounted for 3,062 of them, roughly one in every eight, worth around AED 3 billion. One-bedroom apartments were the most traded unit type across the city, with 10,245 sales, or 42.7% of the total.

The pattern is worth noting. JVC sold more ready apartments than any other area, but at a lower total value than some prime districts, which tells you it is a high-volume, accessible market where a broad base of end users and investors is active. That depth of demand is one of the reasons the community features so often in buyers' shortlists.

The weekly numbers, in context

The most recent full week of Land Department data, covering 28 September to 2 October, showed AED 11.28 billion of real estate transactions. Sales made up AED 7.58 billion across 2,871 deals, mortgages AED 3.05 billion and gifts AED 648 million. Sales value was about 12% higher than in the week of 7–11 September, which we covered in our rates article.

The market is moving at a calmer pace than the exceptional start to the year. The National reported on 7 October, citing DLD data, that monthly sales transactions averaged 12,644 between March and September, compared with 17,198 in January and February, a period marked by regional uncertainty. A steadier rhythm gives buyers more time to compare options and negotiate, and the rise in ready-home sales suggests demand for homes people can live in or let straight away remains healthy.

A new beach for Dubai Islands

Dubai Islands will gain new beachfront as part of a marine works contract reported on 8 October. Khaleej Times reports that 3 km of shoreline on the western side of one of the islands will be upgraded, adding 320 metres of beach frontage near a new villa community.

The works include new breakwaters, the removal of existing rock revetments and refurbishment of several existing beach areas. They are expected to be completed by the fourth quarter of 2027. Dubai Islands spans 18.6 km across five islands connected to the Deira coastline, and investment in public beaches adds to the lifestyle that draws residents to waterfront communities. Our Dubai Islands area guide covers the masterplan in more detail.

Clearer rules for shared housing and faster rent settlements

Dubai Municipality announced on 7 October that it had identified more than 44 areas where whole buildings and villas may be designated for shared housing, under Law No. 4 of 2026, which took effect on 8 September. Six areas have been named so far, including Al Barsha 1 and Al Rigga, with more to follow once approved.

The rules require a permit, set a minimum of 5 square metres of bedroom space per occupant and one full bathroom for every four occupants, and prevent tenants from subletting rooms or beds. Existing operators have one year from the law's effective date to comply, and fines range from AED 500 to AED 500,000, doubling for repeat violations up to AED 1 million. For owners and residents of family-focused communities, clear standards on occupancy are a welcome step for building quality and neighbourhood character.

Dispute resolution is also getting quicker. Khaleej Times reported on 10 October that Dubai's Rental Disputes Center settled 2,350 cases amicably between January and September 2026, worth AED 401 million combined, in an average of six days per case.

On rates, there was no change this week. The Central Bank of the UAE's most recent move remains its 16 September announcement raising the base rate by 25 basis points to 3.90%.

What this means for NYX buyers

Xenia Residence is in JVC District 13, the community that led Dubai for ready apartment sales over the first nine months of the year. It offers 73 residences, from studios to two-bedroom homes, priced from AED 637,000, with handover scheduled for March 2027. The 70/30 payment plan means 70% is paid during construction and 30% after handover over two years (DLD Project No. 3880, RERA Permit No. 1468647). One-bedroom homes were the city's most traded ready unit type, and our JVC area guide explains what draws residents to the community.

For buyers interested in residency, the two-year property investor visa has no minimum value for sole owners (AED 400,000 per joint owner) and applies to completed property with a title deed, so a Xenia unit becomes relevant for it after completion rather than while it is off-plan.

Calla Isle on Dubai Islands offers 73 residences, from one- to three-bedroom homes and townhouses, priced from AED 2,000,000, with handover in Q3 2028 on a 45/55 plan (55% on handover). The shoreline works announced this week are scheduled to finish before that handover date. A single Calla Isle residence meets the AED 2 million value threshold for the 10-year Golden Visa. Off-plan and mortgaged property can count, subject to the DLD's current rules on registration and amounts paid, so buyers should confirm the current position with the DLD. Our Golden Visa guide explains the requirements.
