The past week was less about headline sales figures and more about the foundations that support long-term value in Dubai property: drainage, roads and policies that help residents become owners.

Government announcements between 19 and 25 October covered all three. Here is what happened, and what it means for buyers.

Tasreef Phase 3: AED 3bn of contracts and about 100 km of new main drainage lines.
World Trade Centre Roundabout: five bridges, 5,000 metres, with average delay cut from 12 minutes to 90 seconds.
Real Estate Empowerment Programme: more than 2,100 jobs for UAE nationals, 2023–2026.

AED 3 billion for the next phase of Tasreef

On 25 October, Dubai Municipality announced that it had awarded contracts worth AED 3 billion for four new projects under Phase 3 of the Tasreef programme, according to the Government of Dubai Media Office. The projects will build and extend approximately 100 kilometres of main stormwater drainage lines, with diameters of up to 3 metres.

The work covers nearly 100 square kilometres, including Jumeirah, Umm Suqeim, Al Safa, Al Manara, Al Quoz, Al Barsha, Al Wasl, Za'abeel, Al Bada'a, Al Satwa and Al Marmoom. These areas will be connected to the municipality's main stormwater network.

Tasreef is being delivered at a total cost of AED 30 billion. Dubai Municipality says the programme will increase stormwater drainage capacity by 700% and reduce the cost of building, operating and maintaining pumping stations by 20%, in support of the Dubai 2040 Urban Master Plan.

Drainage is rarely the first thing buyers ask about, but it matters. A resilient network keeps roads and communities accessible in the rainy season, and shows the city planning ahead of growth.

A faster junction on Sheikh Zayed Road

The RTA will open the final bridge of the World Trade Centre Roundabout Development Project on Friday, 30 October 2026. The 1,000-metre, two-lane bridge will carry about 3,000 vehicles an hour from Al Majlis Street towards 2nd December Street, cutting that journey from six minutes to one.

The opening completes all major works on the project: five bridges with a combined length of 5,000 metres, at a cost of more than AED 696 million. The RTA says average delay at the intersection will fall from 12 minutes to 90 seconds, benefiting more than 500,000 residents and tourists.

The junction connects Sheikh Zayed Road, Dubai's main traffic artery, with five key streets. The related Al Mustaqbal Street project, due for completion in 2027, will widen the street to four lanes in each direction, increase its capacity by 33% and cut journey time from 13 minutes to six.

Because Sheikh Zayed Road links so many of the city's residential communities with its business districts, easing one of its busiest junctions benefits commuters far beyond the immediate area.

The Land Department backs first-time buyers and talent

Residents who register for Dubai's First-Time Home Buyer Programme for the first time during Dubai Home Festival, which runs from 16 October to 1 November, are automatically entered into a draw for a home makeover worth AED 100,000, Arabian Business reported on 24 October. No purchase is required, subject to the campaign's terms.

The programme was launched in 2025 by the Dubai Land Department (DLD) and the Dubai Department of Economy and Tourism. It connects eligible buyers with 22 participating developers and five financial institutions, offering priority access to selected launches and tailored home finance, subject to eligibility. Residents can register through the DLD website or the Dubai REST app.

On 21 October, DLD announced that it will host the fourth Real Estate Day for Emirati Employment on Thursday, 29 October. It builds on the Real Estate Empowerment Programme, which helped create more than 2,100 employment opportunities for UAE nationals between 2023 and 2026.

Interest rates and the weekly numbers

There was no change to interest rates this week. The Central Bank of the UAE's most recent decision remains its 16 September increase of 25 basis points, which took the base rate to 3.90% from 17 September.

Weekly Land Department transaction totals for 19–23 October had not been published by the news sources we use at the time of writing, so we have not estimated them. We will report them, together with October's monthly figures, in our next update. For the most recent full week, 12–16 October, our 19 October report recorded AED 8.59 billion of sales across 2,676 transactions.

What this means for NYX buyers

Xenia Residence is in JVC District 13 and offers 73 residences, from studios to two-bedroom homes, priced from AED 637,000, with handover scheduled for March 2027. The 70/30 payment plan means 70% is paid during construction and 30% after handover over two years (DLD Project No. 3880, RERA Permit No. 1468647). Our JVC area guide explains the community and how it connects to the rest of the city.

For buyers interested in residency, the two-year property investor visa has no minimum value for sole owners (AED 400,000 per joint owner) and applies to completed property with a title deed, so a Xenia unit becomes relevant for it after completion rather than while it is off-plan. Buyers looking for their first Dubai home can also check their eligibility for the First-Time Home Buyer Programme with the DLD.

Calla Isle on Dubai Islands offers 73 residences, from one- to three-bedroom homes and townhouses, priced from AED 2,000,000, with handover in Q3 2028 on a 45/55 plan (55% on handover). The steady investment in Dubai's roads and drainage this week is part of the citywide groundwork that will shape its communities in the years leading up to that handover. Our Dubai Islands area guide covers the masterplan.

A single Calla Isle residence meets the AED 2 million value threshold for the 10-year Golden Visa, which requires property worth AED 2 million or more in one property or several combined. Off-plan and mortgaged property can count, subject to the DLD's current rules on registration and amounts paid, so buyers should confirm the current position with the DLD. Our Golden Visa guide explains the requirements.
